Yippee, a new variant on the phishing scams. I was getting bored with the old ones. Hotmail (and Yahoo and GMail and any other reputable company) would not send a message like this to "Dear Account User". They apparently have your email address and so have access to other account information which would allow them to address you personally.

Also, they never ever ask you for your password! (Except when you ask them for the privilege of logging in.)

The standard advice is ignore it.

Alternatively, send it on to knujon or spamcop.

Optionally, have you thought what would happen to the scammers inbox if all the intended victims responded politely asking for an explanation?

Do not supply information useful to an identity theft in response to an unsolicited email.
Reply:It is a scam to get your personal information and/or money.

Do not respond to it.

Report it to hotmail, so they are aware.
Reply:No--The customer service department of hot mail does not restrict your account under those circumstances.
Reply:The message you got is a nothing but an outright scam to the third-degree. Don't click on the link and give the phishers your personal information at all costs. Doing so will cause you to permanently lose your email account to the phishers. Remember Microsoft doesn't ever send unsolicited emails to its users for their personal personal information, as the company already has that stored in its well-secured servers. Forward the message to report_spam@msn.com

After that, spam it straight into oblivion.
